1. Cooperative -- pass if they have bid your suit, otherwise bid your suit.

2. Penalty

3. I guess the same as 1, although they are unlikely to have bid your suit. Maybe suggest a sacrifice.

You should agree a level up to which doubles are pass/correct. I would play p/c only at the 2 level, so double of anything at the 3 level would be penalty.
