Playing normal 2/1 with weak NT, 1430 keycard, 4 as preempt keycard over preempts (except over 3 where 4 is preempt keycard), and gambling 3nt. You play natural preempts and 2, 3, 4 are all available as natural preempts. Your partner all white at matchpoints opens 4, RHO passes. You have not discussed explicitly with partner what 4nt means in this sequence. You bid 4nt, and...

Not sure where you're trying to get at, but I'm positive 99% of partners, even pick-up ones, would take that as RKCB.

Most likely. What if they don't? Does 4NT become The Bid I Should Not Have Made?

The possibility of multiple votes would be nice, because how sure I am depends on the partner.

What is preempt keycard?

Preempt keycard, at least as I learned it, is a form of keycard where the steps are 0 kc, 1 w/o the Q, 1 w/ the Q, 2 w/o the Q, 2 w/ the Q. The assumption being given you preempted you don't have many keycards, so the 1 w/ the Q and 1 w/o the Q can be pretty important to get all at once when figuring out game or slam.

I voted on the basis of the agreement I have with all my partners.

If we haven't discussed the sequence, then of course I won't be confident how partner will take it.

Play kickback in all partnerships. 4M must be natural. I think I've come around some sort of turbo variant here:

4N - even # of keys (5 accepts if 4].
5 - odd #.
