Testing out the GIB (I should make a direct Takeout X), and I wondered why GIB didn't interpret it as Takeout and pull to 2♥ I also wonder why it's listed as 15- points.

Arguably if you don't have a takeout double of 1♣ you don't have a takeout double of 2♣ either so penalty is a defensible proposition. They need to be more explicit in the description though, as 16- pts tells you nothing.
