Short suit game tries

Up until today, every time I have tried to make an SSGT after 1M-2M with GIB, it jumped directly to game. With this hand, it did not.

As you can see GIB rebid 3C. The description does not indicate that this is asking for the shortness. I showed it anyway, GIB signed off at 3S and that was that. Perhaps I should have bid more, but that isn't the question.

The question is, what is the point of playing SSGT's if there is no mechanism for responder to find out what opener's short suit is?

As far as I know, 3C does ask, it just isn't described as that for some reason.
