Why not 1 over 1. Aren't the bots supposed to play Walsh-style?

No, they bid the major with 4-4, but 1D with 5-4.

As for the OP, I think 1S is 4th suit forcing in the GIB system (even as a passed hand).

If that's true, and I hope it's not, the description of 1N shouldn't deny 4 spades and show 2 hearts.

The system is poorly thought out, passed hand or not. The GIB treatment that a 4th suit 1S call is GF with <4 spades works fine if you do play Walsh, that is, if you respond 1S with this hand to begin with. If you bid 1D but can't rebid 1S, then that is not a sound method.
