I guess partner was ashamed of having bid with only 4 points. I felt he needs to bid 3 anyway. But I can see how 3 made the auction more difficult.

Cayne and Garozzo were more on the same page:

How JEC bid was the correct way to describe his hand imo.

And if he had a slightly different hand he might have bid 4 and we regret having made the takeout double.
