After 1 - 2 - 3 (no interference), 3 shows a suit but 4 is a cue. Why?

Presumably 3S is needed as "natural" in case 3NT is the spot, not so with 4C.

After 1-2-3, it could still be that Opener is 4531 and Responder is 4153, in which case you want to play in spades. After the 3 bid, you can give up on the chance to play in clubs.
