IMPs, ACBL robot individual

Am I missing something? Is a 3NT call not automatic by North after 3 by South? At IMPs? VULNERABLE?

The pass didn't lose any IMPs, since nobody got to 3NT, but it was a lost opportunity since many Souths only bid 2 and didn't move over partner's raise (or didn't move toward 3NT). And speaking of North's raise of 2 to 3, I recognize that consistency is the hobgoblin of small minds, but how can the same program raise 2 to 3, but pass a balancing 3? Can 2 show a better hand than the jump to 3? Is there a hand with which South could reasonably bid 2 that is more likely to produce game than the hand with which I bid 3?
