How can this be right?

I held the South hand. GIB made an inverted raise, which is described as "10+HCP forcing to 2NT."

I bid 3NT, which is described as "18-19 HCP, 22-total points."

How can GIB pass 3NT with a 14 count? I had a 4234 19 count and 6NT was a claim (as one would expect with 33 combined HCP).

Another from the Dead Horse Dept: North's bid over 1 should be 3N, showing balanced 13-15HCP (according to GIB's CC). This bid should deny having either a 4card major or a 5card minor, meaning it shows 33(43) shape.
