So South's 2H does not promise a 4th H even in Gibberish (maybe 3C would have been more sensible).
One thing it does promise is 12-13 total points. Not HCP, note, total points.
North's 4H is described as showing a 5th Heart which he does not hold and an 11th HCP which he does not hold.
Leaving that aside, is it possible to construct a hand that is worth 4H now and is consistent with pass on previous round?
