tough one. Hard not to breach a total of 100%.

It would not occur to me just to bid 3H with North.
It would not occur to me to double with East, but perhaps it should.
But West takes the biscuit.

i think more than 100% to go round. I think east GIB has a lot to blame. Why is Gib coming in so late? surely its better to come in 1st round doubling 2 or bidding 3.
East Gib was essentially forcing West Gib to bid at the 5-level easily could be 800.

E has a tricky hand, hard to say what it should actually do. Perhaps just double Stayman and then subside. This is a problem above GIB's pay grade. From W point of view NS could be on a 44 fit, and N showed only an invitation. I'd be tempted to treat the double as penalty as W did.

GIB describes its own double as take-out. I don't think it unreasonable to assume that two GIBs at the same table would agree on the meaning.
