Ken rexford has an easy 3h bid. The rest of us have it difficult. I think I try 3nt. Pass, 3h, 4c and 4h are reasonable alternatives

Pard need not have 4 hearts, and opps probably have a better fit in spades. Thus:

I try 4. Passing seems risky when partner could have a nice hand. We could make 3NT or 4 easily and sometimes 4, 5 or more.
If I pass now, I omit really nice contracts, which we can find easily. 3NT is possible, but hiding good hearts makes me unhappy.

Life's tough. Sometimes you have to bid 4 even though it could go wrong.

Partner cannot really expect me to have the worlds fair in club stoppers at these
colors and bid vs pass. This choice at least leaves other contracts open if p has
some extras. Bidding hearts here is a "are you feeling lucky" type bid since it
will probably require p to hold great intermediates (at least T9 if not T98) to
play well. 3h seems wrong since that is the same bid we would make with zero and
while 4h is closer on value the luck factor is scary (w/o those great intermediates
we will end up playing the hand like 3n anyway and a level higher). Pass has some
potential since the risk side is only a board when the opps make but the collected
penalty will far too often be insufficient for what we can make.

Pass against most, against a very solid preempter I would bid 3N.
