3 is obviously a bid of the opponent's suit, making it a cuebid. Describing it as such is not at all helpful. Does it show a spade stopper? Deny one? Ask for one? Show diamond support? Deny it? It doesn't show extras, since the description still includes "12-22 total points". Yes, the documentation says "plays Western Cue but doesn't explain as such", but the explanation should say something helpful.

There are a lot of hands where one would like to cue bid in such an auction. Certainly the most common is to give responder a chance to bid 3NT, as it successfully did here. Other hands might bid on over 3NT. I really don't think there is much more the explanation could say, as long as it is clear that the cue bid does not guarantee extra values.
