Forcing to me.
One may argue that this should show a very weak support and started with 1 NT and trying to stop on a dime, but then I think you will disable yourself from bidding 3 with 3 card limit raise bids vs a 18-19 hcp hand which is borderline slam hands.
At MP you may use it NF I guess, since going plus is more important than seeking slams.

100% force. If Responder has a hand with support but not enough to bid game, he passes. 3S is forcing with mild slam interest.

For me, if I have started with 1NT (Forcing) because I have a balanced three-card limit raise for spades, I'm bidding either 3NT or 4 at my second call. If I started with 1NT forcing because I haven't got a game force, I pass 2NT, unless given partner's extras I see a game. Anything other than pass is forcing, unless I'm playing Wolff signoff or something.

Nf to me. 3h would be forcing because responder may want to offer choice of game with five hearts but other than that, responder knows enough to place the contract

Standard 2/1 lore says 1NT with fit usually shows one of (a) weakish hand or (b) invitational hand.

If 2NT shows a balanced 18-19, then, on "fast arrival" grounds, 3 is the invitational hand and 4 the weakish one.

First question, which raises are go via a 1NT response, only the inv. raise
or the grap raise with 4-7 and fit.

If only the inv. raise, 3S is forcing, 3S should show a fit, without a fit,
why try to play a level higher, to be sucessful, this needs to play at least
2 tricks better.
If the grap raise is part of the 1NT raise, there is a case for NF, but with
22-25 and a major suit fit, I want to play game, NF may make sense at MP, not
so much at IMPs.
