Does GIB ever respond positively to a splinter?

I don't think I've ever seen a 1NT opener that should be more happy to hear partner's splinter. But it signed off anyway ....

Well, I have no idea why it made a negative response (I'd have superaccepted it anyway), but to answer the title, yes it does sometimes bid positively after a splinter. Every time it has bid positively, it has been via 4NT, so I'm not sure if cuebidding after a splinter is in its options even if it is in the system. The hand below is just to show that it does occasionally bid positively.

I would have supered but I think that GIB absolutely requires 17 HCP. Maybe that it feels that it also needs 17 to move over 4D. If so, madness.

In hand 2, it may have launched opposite any other move, such as 3S. Any way to tell?
