There are many such auctions where a bid has an enormous range. I suppose that's ok in LOTT auctions but here i would really like to know if 4 is enough or I should look for slam.
The world would be such a happy place, if only everyone played Acol :) --- TramTicket

I guess 3 would have shown exactly 5C with 12-22

Possibly the way that it thinks is that with 22 total points opposite the upper limit of 10 for partner, you (just) do not want to be in 5C while the lower limit is bound by the opening bid definition.

Just guessing.

Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.

22 is the upper limit on 1, with 23+ you are expected to open 2, so the 4 bid did not in any way restrict strength.

I did not intend to suggest that it did (restrict strength). I was just trying to give a plausible reason why it chose not to do so.
