limit raise in competition?

It wouldn't have mattered on this hand, but isn't North worth a limit raise rather than a preemptive raise?

As to LR,I think it is unnecessary to show due to lack of some controls with good distributions,fast arrival is a good option.

Limit raise or better needs 11+. Here it has 10, so 4♥ fires instead.
