GIB opened 2H. 2S is forcing and 3S is even stronger but strangely 4C and 4D have no assigned meaning. There should be a meaning for this bid. It's commonly played as an Asking Bid asking for help in that suit to go slam so looking for a control, often a singleton. Alternatively it could be preemptive so misfit with the 2Hs but a very long minor suit and to play unless GIB has great support to raise to 5. Potentially it could show fit with the weak 2 and be lead directing on the way to 4Hs, or showing a splinter.
