Is there a lower limit on the values that GIB will apply when considering a weak take-out into 3-minor in response to 1N via a transfer?

The reason that I ask is that you as human are sometimes dealt a 1N opener that will make 3N a decent prospect opposite an upper-end weak take-out, by reason of your having fitting cards in partner's minor and guards outside.
In some other systems they cater for this by using 2S as the transfer to Clubs, and 2N as transfer to Diamonds. This allows opener to express interest (or not) without committing beyond 3-minor, over which responder can still sign out with genuine garbage opposite an opener that expressed excitement.
But in GIB we do not have that luxury, as 2N shows Clubs and 3C shows Diamonds, with nary a bid between.

My memory is fickle, but I cannot remember an occasion when GIB transferred into a minor with a complete bust. I also observed that most human 1N openers, sitting opposite a transfer to minor, just blasted 3N with a well fitting hand, relying on responder having a little something which, as I observed, responder invariably held.

I think it quite reasonable for GIB to pass 1N with an absolute crap hand and long minor. Indeed, lacking a 2-step transfer I think that I approve, but I would just like to know if that is what it does.

Currently there is no lower limit.

Hand like: 23.234.23.234567 would step for 2NT transfer.

Would be addressed for consideration as 2S is already used for minor stayman, so responder has no way to negotiate with opener about possible/impossible 3NT based on his opening values and support in minor.
