Gib free bid by passed hand is forcing?

I really don't understand 2 is forcing,and don't know what's "default response" of rebid-2,don't know what's 3 corrected?

The 2 rebid seems to be unlimmited (I can't read the description but the subsequent 3 bid is unlimmited). If responder is allowed to pass it it should be limitted to about 13 points.

I think I know what happened here. Previously GIB was passing free bids by unpassed hands. They fixed that but forgot that it does not apply to passed hands.
