Rebid-2NT says 19hcp,but actually 16hcp only.

Can you explain what you are fixing? Are you changing the description of 2N, or the fact that West made the bid with this hand? Personally, I think it's silly to have an invitational sequence such that responder will accept with anywhere in the 6-10HCP range, and only decline with exactly 5HCP.

The invite will say now:

Invitational to 3NT game -- 3-5 !C; 3-5 !D; 3-4 !H; 2- !S; 17-18 HCP

As supposedly with 19HCP GIB would rather just bid game.

East would still bid 3NT over such invite with current hand.

Clearly, East with 9HCP on a 5-10 range should accept. My comment was that 6 shouldn't, and probably 7 shouldn't either.
