Why Gib don't escape after penalty double?

After penalty,Gib N don't raise 2 wth 3-card support,Gib S don't rebid 2 with decent 6-card suit,so I guess here have not bidding rules.

2S is obvious of course, but for GIB it probably shows extra values or some such nonsense. I hope you get an answer for this one Lycier.
