GIB logic escapes me

GIB W holds x, Qxxx, Qxx, AKxxx. No spot above an 8. The auction proceeds 1D by E, 1S by S, Double, P, 1NT. If South now passes, GIB bids 2C, playing there making overtricks. But if S bids 2S, it jumps to 3NT! Down 3 as opener's "stopper" was 4 to the 8 spot. What is curious is not the result, but what sort of logic makes 3NT more attractive when S shows extra length and strength?
