I recently got a touch screen tablet/laptop thingee with windows 8.1. I can bid and play using it in tablet mode with no keyboard attached using my finger or the stylus that came with it. I don't know if it would have worked in windows 8, but I suspect it should have. I will write a review of the new tablet/laptop thingee perhaps in the next few days with emphasis on using it for online bridge but other things as well (for the record, it is a Surface Pro 3).

I don't really understand the OP. I have been using touchscreen to play on BBO for several months now, on a Windows machine.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

BBO with touchscreen always worked in Windows 8.0 and Windows 81, right from the very first beta release. Much easier than using a mouse.
