3♠ is 4th suit for opps,my double is penalty,but Gib explanations are 16- TP,only.
I think it is not reasonable,it should be alerted as penalty,biddable ♠,16-TP.
ok?

This does look like an example of the explanation not matching GIB's internal understanding of the bid. North clearly understood your double as showing spades. While the printed description might have to be "biddable spades, 16-total", it should (and maybe already does) internally exclude hands that would have overcalled 1♠ over 1♦.

To repeat a point I made recently, all GIB descriptions need to be reviewed. Double of 3S shows good Spades here and little else. "16+" by a hand that has passed twice already is nonsense.

It says "16-", not "16+", but still... Presumably 16 is the strongest possible hand for which GIB can find no suitable bid over opp's opening.
