No, it is not forcing by a passed hand. This is standard in 2/1. Why you did not just bid 3H is beyond me.

Because Gib don't play Drury convention,so it includes good limited raise in the hand with forcing 1nt.

The description should be changed to reflect reality.

When not playing Drury, a 4-card limit raise is 1M-3M opposite a third-seat opening you respond to a third-seat opener exactly the same way that you would respond to a first-seat opener.

Incorrect. The jump from 1M to 3M shows a 4 card limit raise, passed hand or not. 1NT is used to show a 3 card limit raise.
