"Choatic" is a good word for it... 2D is clearly not a takeout double.

I find it hard to construct a hand for West where any call other than Pass over East's 2C is consistent with the preceding auction. I can sort of understand how making a systemically impossible bid may cause wild aberrations subsequent in the auction.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.

Bidding 2 over 2 would be consistent with the actual West hand.

Barely.

East is expected to have at least 4 Hearts and at least 5 Clubs. I know that the explanation shows at least 4 Clubs but I don't believe it. East is more likely to have a 6th Club than only 4. Likewise East is highly unlikely to have a 5th Heart, whatever the theoretical possibility.

I suppose at MP you might try for the higher scoring contract, but it had better make.
