It only counts shortage points, and discounts those when the shortage contains an honour.
So using GIB's own formula, North rates to have just 9 TP, equal to its HCP.
I pass no comment on the absurdity of that valuation, but that is how I believe GIB plays.

Jack is exactly right.
It seems to me that it should be pretty simple (and popular) to adjust the calculation so that stiff A, Ax, and Kx get their full shortness credit in addition to their full HCP credit.
And, what are GIB's requirements for 4♠ directly over 1♠?

look at it from a loser count standpoint, which is quite reasonable when there is a fit.
♣ - 3 losers
♦ - 1 loser
♥ - 1 loser
♠ - 3 losers but this should be adjusted as you wont have 3 losers opposite a 5-card major opening.
Lets say partner has QJT63 and trump splits 2-0. now you have 2 ♠ losers
More likely partner has A♠ then you have 0 or 1 loser
or partner has KQ then you have 1 loser
So its reasonable to assume the equivalent of the Q♠ and 2 losers in ♠
This gives Gibs hand 7 losers which is good enough to raise to game but along with having 2 aces and the length equivalent of the Q♠ is worth cooperating if partner makes a slam try imho.
