4 nt quantitative question

Can a 4 nt quantitative be said by opener ?
I don t remind the hand. but for example;
pass pass 1 h pass
1s pass 2d pass
2 nt pass 4 nt.
Partner said me that was quantitative

yes, opener can make a quantitative 4NT bid, but this seems like a weird auction to use it, makes a nf 2D bid and then invites slam opposite 10-11?

A more common example is something like:
1C-1H
1S-2D
2S-2NT
4NT

yes and yes but rather weird auction since both 1h and 2d were not forcing and partner is a passed hand.

yes, I just love it when partner signs off then makes a slam try after I haven't shown anything extra!
