Gib CC:jump raise is weak or strong?

After my takeout double,Gib W jump raise to 4,is it preemptive or strong forcing?

It's supposed to be any hand with a 10-card fit that isn't strong enough to cue bid 2.

However, it uses simulations to decide whether to cue bid or bid 4. If you use the basic bots, which have simulations disabled, it bids 4 with any strength. If you had been playing with advanced robots, it would have bid 2 instead.

If advanced GIB holds a hand such that he actually does bid 4, does his explanation limit his hand to whatever the 2 threshold is?

I thought that standard meaning of X was penalties.

Explanations are the same for basic and advanced GIB, they both just use the explanation associated with the bid they actually make. Simulations are used to select a bid other than the book bid. When that happens, the explanation is the one that goes with that alternate bid; in effect, it's deciding that its hand will play as if it has what that bid shows.
