2C in response to 15-17 1NT with less than 8 points Does it need to be alerted?

With 5-4 in Majors if responder starts by using Stayman even though hand is weak does opener have to alert?

What is the best source on Alerting rules?

(1) Not in most places.
(2) Search for your country's bridge governing body's web site. E.g. ACBL (American contract bridge league) in US/Canada, EBU (English bridge union) in Britain, etc. BBO being American based tends to adhere towards ACBL alerting standards, though being online you can/should self-alert liberally to the opponents (using private chat/alert messages) with your partner being in the dark.

Mexico is also part of the ACBL.

The English Bridge Union has jurisdiction over England only. There is also the Scottish Bridge Union and the Welsh Bridge Union in Britain.

Yes; Wales uses the same alert regulations as the EBU but Scotland uses WBF alert regulations.
