Weak NT, penalty double, partner has a 5 or 6 card minor. Double by you would be cooperative-take out

Would 2N here mean "bid your minor"? Regardless, I am not convinced that it's right to take any action here at IMPs.

I feel like my decision to bid 2 was wrong on multiple accounts - If I act I should X as cooperative-takeout. Lose 6 vs 1N making 3 at the other table.
