Nice to have a method here as your opponents did. Without such, 3♥ does not in any sense imply a fifth heart. The north hand is quite strong considering and loaded in the minors, so I really think 3NT is a better call than trying a likely 4-3 fit game. The play also left something to be desired -- where are your tricks if you pull trump on this hand? Much better to try and set up a cross ruff.

I think 3♥ is overbid for me, 17 count is not enough to GF after 1N response.

tough rebid...but agree with 3h, not perfect but 2h creates so many issues when could be 10 hcp..
It seems at worst you end up in 23/24 pt 3nt.

that is the problem
And the solution (or one of them at least) is to play a 2♦ rebid as showing 4+ hearts. FWiiW, playing natural methods I prefer 2♥ to 3♥ as well. When partner passes this they will usually be a dead minimum with spade shortage. An auction like 1♠ - 1NT; 2♥ - 2NT; 3♣ - 3NT is perfectly fine, if a little informative for the defenders.
