Why didn't GIB simply bid NT over 1? It seems to me that FSF should only be used when no number of NT is appropriate (either based on shape or being too strong for 3NT).

Also, my choices over FSF were not constructive. 2, 3 and 4 all showed "3+C; 3H; 4+S... 12-22 total points". Shouldn't those three bids show various strength ranges within 12-22?
