Forcing NT isn't forcing?

I thought forcing NT meant it was supposed to bid something, and it even does have a 3-card minor it can bid.

It is clearly true that many of the humans who play robot dupes would pass 1NT with the North hand if GIB were sitting South. Maybe the description should be changed to semi-forcing?

It has a point, as passing hand which uses 1NT after major opening lefts opener to pass with 13 or less TP. Unpassed hand forces 100% opener if uses 1NT.
