Bidding a non-constructive major raise over jump-shift

It seems that GIB will bid 3S both with the 3 card limit raise and with 3 card spades support and a hand not good enough to bid 2S. Perhaps GIB should bid 4S here instead?

Wow, why in the world is the 3 11-12 pts? And what a pathetic 11-12 pts it has. Well, it got to the right place, so this wasn't a bid deal. Is there some way you can think of that it wouldn't reach the right final bid with this method?

In this auction, responder could have a "bad" limit raise and one of 3 spades and 4 spades should show that. Responder also has to have a way to bid a bad raise to 2 spades and a preference to spades. Preferably the same bid does not show all of these hand types.

Fixed behavior which allowed this. So GIB supposedly won't disguise weak hand as hand which was fitting 1NT-3 invitational.

It will close to 4 with the particular hand.
