I'm not sure what's going on here. When I ask GIB what the book bid is with the West hand, it says 3, even though that should only b 4-8 points.

The problem seems to be that 2 is limited to 6-10 total points, and it has 11. But it thinks a cue bid in this auction would be a game force, and opposite a balancing partner that requires 16 points. Since neither of these cases fit, it falls through to the 3 rule. Then it does simulations, and some of the simulations tell it to pass (generally predicting that the auction wouldn't die).

I don't think the cue should be game forcing, it should just be invitational or better, and that would plug the hole.

Improved a bit.

West will be able to show better his hand.
In particular hand it would be able to bid 3 as 4+ ; 10-11 total points
Would be able to cuebid if rebid was 2 or 1 instead of 2 using 2 with same meaning.
