3C vs 4C opener

Comparing the descriptions of opening 3 vs 4... both show 7+C and 9-HCP. But it appears that GIB has stricter requirements (for both suit strength and total points) for 3. What internal criteria does GIB actually use to distinguish between opening 3 and opening 4?

How about less than 5+ 8421 pts in clubs for the 4clubs bid.

what I have always noticed is its 7 vs 8 card suits
