3C vs 4C opener

Comparing the descriptions of opening 3♣ vs 4♣... both show 7+C and 9-HCP. But it appears that GIB has stricter requirements (for both suit strength and total points) for 3♣. What internal criteria does GIB actually use to distinguish between opening 3♣ and opening 4♣?

How about less than 5+ 8421 pts in clubs for the 4clubs bid.
