4th suit forcing priorities

GIB concocts a strategy to avoid the obvious 3nt, pretty bad since it was MP. East is stuck after 3d, I think perhaps hearts show real hearts, and spades shows 4 spades.

Strongly think 2nt should take priority over showing 3cd support for 1. priority for showing 3cd support for hearts is OK, because usually that's 2, lots of room to bid NT later since partner will either have game in hearts or has room to support clubs after which 3nt can be bid.

It seems to me that the 3 explanation should also be changed to include the actual East hand: 3+S; 13+ total points rather than 4+S; 16+ total points. Then, West would likely bid the correct 3N over 3.

I don't think so. 3sp should be 4 cd spades here, 4th suit followed by 3s is the only way to agree spades in a forcing manner without just jumping to 4, essential for slam exploration. Since a direct 3s as played by most people these days is invitational only, as does GIB. I agree with the current definition of 3s.

It's much more efficient for opener to rebid 2nt IMO. If east is some sort of 3154 or similar construction they can always continue 3c and opener can support diamonds then.

Explanations aren't what GIB actually thinks- they are text outputs responding to bids.

The situation is fixed in new update. The call after 4SF was supposedly 2N, but there was problem in rule for this auction which was preventing it.
