No need for peers, pass is clearly an LA [under the new(ish) rules].

But you also need the UI to suggest bidding, which is not that clear. I mean, I guess I would expect to be ruled against if I had bid 6c, but that is because it seems to be practice that hesitation = extras, even in cases where that seems absurd.

FWIW the only times I have ever seem my partner make a slow raise to 5m he was thinking about 3N. He has loads of slammy things to do and normally picks one if he is thinking about slam. a hand like QJx K AKxxxx Qxx for example might be in real difficulty over what to bid opposite a sound 3C preempt. Anything could be right.

obv pass is a LA, but i don't see why a slow 5 suggests bidding on - result stands.

Rollback from 6 is karma for that opening.
I once yelled at my partner for discarding the 'wrong' card when he was subjected to a squeeze that I allowed by giving the wrong count with too high a card. Now he's allowed to pitch aces when the opponents have the king in the dummy. At trick 2. When he could have followed suit. And blame me.

That was kinda my point...pass is obviously an LA, thus no need for peers, but that isn't sufficient for an adjustment.
