1. What is the connection between “Reputation” and the number of starts against anyone’s profile?
2. Who or how are the stars assigned?

You can rate anyone on their posting if you go to their profile with the star system. The stars are some kind of average of the ratings of people who have come and rated you.

Reputation is just the +/- thing on individual posts, and when someone upvotes your post you gain a reputation point. Since there are no minus votes anymore, they are like masterpoints, they simply accumulate and cannot go lower, unlike stars which can go down if people start rating you badly.

ETA: And if you have 0 stars it just means not enough people have come and rated you, since I think the lowest you can rate someone is 1 star.
