Those explanations are pretty open ended so it matches but obvious South is a double hand and North has to bid at least 3 ♥ and South jump to 6 or 7♥ the latter which shouldn't make.

Probably some issue with the fetch from DB, but the explanations are existing:

2♦ - Aggressive weak jump overcall -- 6+ ♦; 9- HCP; 3+ total points
3♦ - !? -- 9- HCP; strong rebiddable ♦; 11+ total points; 6+ relay points

No, "9- HCP" certainly doesn't match the South hand.

Right, but South is human.

I've seen many players passing with opening hand and then overbid or bidding game. GIB is not able to "reveal" such bluffs and therefore to place 14-15HCP in these hands.

Similar here. South is using weak overcalls bids.

Yes, I made it clear in the OP that the explanation of the bid should not match the actual South hand, because South is a human who is being weird. My post #4 was to counter the stupid assertion in post #2 that the description actually does match.
