if I am about to lead and dummy prepares face down a pile of cards that seem to be trumps, may I count dummy;s trumps and use that info?

Sure, but you make assumptions about what dummy is doing at your own risk.

A more interesting question might be, if he puts down a stack on his extreme right, where the trumps would go, and you lead on this assumption, and he turns them over and puts them on the left as a side suit, or as two side suits, is he guilty of an infraction?

I think technically not unless you think he's deliberately misleading the opponents. After all, a player can place his hand face-down on the table while thinking, for example.
