Does GIB bid these hands by simulation? I wonder whether it was a case of lack of definitions or of failing to find enough hands in a simulation (or something else).

There have been some similar examples earlier with GIB passing with a hand that is too good to bid. Presumably 4NT is defined as 9 points, so with 10 points there is a whole in the system and it defaults to pass.

The funny thing is that if you opened 2NT, I'll bet it would bid game with xx xx xxx KJTxxx. It's usually pretty appreciative of the value of long suits.
