The 2C bid is not GFto me and the 2H suggests a good hand. I do not think that I would treat 2H as setting a GF as partner might be looking for a stop with a hand like Kxx x AKQxxx Qxx or even an extra D. I would treat the pass of 3S as forcing to 4 of a minor.

just to note, if 2 is NF then 2 is not GF but a good raise, pass is not forcing any more.

Seems like opener has a heart stopper but no spade stopper or he has a good hand for the minors. Yes pass is forcing.

Agree with all. If opener had done something which could be minimum such as rebid 2 then I would say NF though.
