GIB frequently passes with good hands in situations where partner has opened the bidding and the opponents take aggressive preemptive action. An example:

Not an easy hand but surely it can't be right to sell to 4S with an opening hand facing an opening hand.

It's not selling to 4 that appears to be the problem; it's passing over 2.

It could be that to cue-raise in diamonds or just bid 3, he must have five, to double to show penalty interest he has to actually have penalty interest, and to show the fourth suit he has to have five of them, so he has run out of possible bids and just passes? If that's the case maybe it should be changed so that if he doesn't have penalty interest or the fourth suit, with 12 or 13 HCP he has to cue-raise opener's suit no matter what he holds in it?

Possibly, but as Quantumcat suggests, GIB has a tricky bid over 2D and there might not be a bid for this hand type in its arsenal. It doesn't KNOW that East is going to blast to 4S. It just seems like there ought to be some sort of failsafe for this particular situation (GIB is in the balance seat after preemptive action with an opening strength hand or close to it, partner opened the bidding in a position/vulnerability that is unlikely to be shaded) that calls for a final double, because it seems to come up a lot. Of course allowing GIB to cue-raise partner's minor suit with HHHx, rather than requiring five, seems reasonable too.

GIB frequently bids a 2/1 inverted minor with only 4 of partner's minor; I don't see why this should be different.

GIB has a bid to give here. 2, showing 4+ and limit raise or better.

Raise in opening is competitive raise, weaker.

Fixed for the next update.
